Julie was born in Portland, Oregon to Bill and Anna Degner on November 22, 1963. Julie spent her childhood in West Linn, Oregon. She graduated from West Linn High School and attended Oregon State University. Julie worked for the Oregon court system in Multnomah County and Clackamas County with professionalism and skill.

She is also survived by her sisters, Debbie Cook (Erick Cook) and Kari Marcott (John Marcott) and six nieces and nephews, Sarah, Emily, Michael, Alex, Neil and Jamie. Julie is preceded in death by her husband, Timothy Lyons. Julie deeply loved her husband, children, parents, sisters, family and many lifelong friends.
Julie enjoyed close ties with family and friends. Debbie, Kari and Julie were happy sisters, riding horses with their parents, attending 4H events and playing outdoors. Whether swimming in the family pool, attending family gatherings or playing with her cousins, Julie brought joy, a silly laugh and a positive spirit. As an adult, Julie also enjoyed a close circle of lifelong friends. Julie sparkled with exuberance in the company of her family and friends and captivated all who knew her. Julie loved to organize celebrations and holiday parties with family and friends and always supplied a welcoming environment. Julie gave her family and friends many happy moments, love and laughter.
In 1993, Julie met the love of her life, Tim Lyons, a prominent criminal defense lawyer. They were blessed with two beautiful daughters and enjoyed a happy life together. This love match also opened up Julie’s world. She found herself frequently traveling to Florida where she participated in sport fishing and beach combing in the Everglades. After Tim’s passing in 2007, Julie and the girls lived with Julie’s mother Anna. Grandma Anna and Julie enjoyed a special relationship, lovingly and happily caring for each other and the girls with grace, strength and fun.
Throughout her life, Julie was curious, loved adventure and traveled the world with her daughters, exploring France, The Czech Republic, Austria, Mexico, The Bahamas, Hawaii, Ireland and England. Julie was always planning her next trip. Closer to home, Julie loved to hike in the Columbia Gorge and explore Central Oregon. She also enjoyed trail riding and showed her love for the natural world by supporting organizations which addressed the ocean plastic crisis, dwindling wildlife habitats and abandoned animals.
Julie and her bright, loving heart will be missed by her family and friends.
